The consultation on the future of Local Government in Norfolk has now closed

The Government consultation on its plans to replace existing borough, city, district and county councils in Norfolk with new 'unitary authorities', which would become responsible for the broad range of local services where you live closed on 11 January 2026.

People across the county were encouraged to have their say in the Government's consultation as they wanted to understand your thoughts on how many unitary authorities would be best for Norfolk's future. 

The options were:  

• Three councils (East Norfolk, West Norfolk and Greater Norwich) - proposed jointly by the Future Norfolk partnership of six district councils: Breckland District Council, Broadland District Council, Great Yarmouth Borough Council, Borough Council of King's Lynn and West Norfolk, North Norfolk District Council, and Norwich City Council  
• Two councils (Norwich & East Norfolk and West & North Norfolk) proposed by South Norfolk District Council. 
• One council (covering the whole of Norfolk) - proposed by Norfolk County Council
